Answer

I would suggest looking at the magazines that we have in our serials collection - ground floor of Newcastle Campus Library: - the titles and call numbers are available via the Library & Information Services LibGuide: http://huntertafe.libguides.com/lis.

You will see that there is a journal called "Australasian Public Libraries and Information Services", "InCite: newsletter of the Library Association of Australia", and the "Australian Library Journal".  Each of these journals would be best placed to provide articles based on public library issues.

Also - have you tried looking at the library databases? The direct link for databases that are great for Library & Information Services is: http://huntertafe.libguides.com/lis

The benefit is you can enter your search terms and locate full-text articles on your topic areas.

APAFT is a great Australian database and has full-text articles for InCite and has full-text coverage (up to Sep 2012) for Australasian Public Libraries and Information Services.

EBSCO's databases Australia/New Zealand Reference Centre (ANZRC) and Academic Search Complete also provide Australian content from journals.  The Australian Library Journal up to current day is available on Academic Search Complete.  The great news is you can select ANZRC and Academic Search Complete and search both at the same time with your search keywords.
